Deputy Chief of Party

Closed Full TimeReports to Chief of Party. The deputy chief of party will support both technical and administrative components of the Project. Further, this position will work with the Director TB department in the management of the department including strategic planning, administrative issues and contributing to planning for budgeting where necessary.
Main duties
- Works with the COP to provide leadership to the development and maintenance of the collaborative, learning and adaptive strategy for programming and implementation.
- Ensures cohesiveness with the technical team and the necessary operational efficiencies required to implement sound technical strategies and achieve goals and supervise the planning, design, quality, and follow-up of technical activities
- Promotes, upholds and models a commitment to the efficient use of agency and donor resources
- Ensures project goals, objectives and expected results are met in a timely manner,
- Develops briefs and other communication materials on the project support
- Participates in joint program reviews.
- Works closely with the Project Manager to ensure that budget expenditure is within budget and that variance between planned and actual expenditure is resolved by reprogramming
- Works closely with the Strategic Information Manager to ensure that patient confidentiality is ensured during data collection, analysis and sharing.
- Works closely with the entire project team to ensure support to and supervision of community partners in executing project activities.
- Participates in the TB and TB/HIV related meetings at various levels as required.
- Actively participates in writing of project reports as required. This position is expected to provide support to other positions to ensure growth in report writing skills.
- Maintains up to date knowledge on the National and WHO guidelines on TB and TB/HIV
- Identifies possible research areas under TBLON and brings them to the attention of the Head of the TB department
- Actively involved in planning and implementation of operational research projects under TBLON.
- Works closely with the PPM coordinator, communications manager CIDRZ, COP TBLON and the NTP to mobilise local capital for TB
- Provides medical oversight in a professional and supportive manner to the medical officer TB
- Participates in facilitating and attending trainings organized by the project and the National TB Program as required
- Provides input to the TB department strategic planning and budgeting processes
Qualifications
- Bachelor of Medicine and Surgery with a postgraduate qualification in a relevant field (public health, management, capacity development, social sciences),
- Five (5) years of experience in development working with local governments, civil society and communities
- Demonstrated managerial and operational experience, preferably in managing large donor projects involving coordination with multiple program partners or institutions in Zambia or the region
- Expertise in one or more area of TB prevention, diagnosis, and treatment (e.g. case finding, HIV/TB co-infection, DR-TB, pediatric TB, TPT)
- Familiarity with the TB and HIV control programs in Zambia.
