POSITION
PRINCIPAL PROCUREMENT OFFICER – STOCK MATERIALS (Number Required: 01)
JOB PURPOSE / DESCRIPTION
Reporting To: Manager- Procurement Stock Materials To plan, coordinate, manage and administer procurements of stock materials for the corporation.
QUALIFICATIONS
• Must possess a Grade Twelve (12) School Certificate. • Must have a Bachelor’s Degree from a reputable University vetted by the appointing authority. • Must be a registered member of the Zambia Institute Purchasing and Supply (ZIPS) with a valid practicing license. • At least eight (08) years’ work experience in Procurement and Supply Management with three (03) years at middle management level. • Good understanding of the PPA of 2020 and all relevant subsidiary legislation.
EXPERIENCE AND REQUIREMENT
• Ability to competently work with provisions of Public Procurement Act No. 8 of 2020 and all relevant subsidiary legislation. • Demonstrable ability to timely handle complex procurements. • Good written and oral communication skills. • Demonstrable ability to expeditiously prepare relevant procurement reports. • Demonstrable ability to work with minimal supervision. • Demonstrable skills to undertake procurement planning and core procurements. • Highly conversant with Microsoft packages, ERP and e-GP systems.
JOB ACCOUNTABILITIES
• Managing all relevant procurement processes in line with PPA 2020 by the annual procurement plan. • Undertake contract management and administration. • Work hand in hand with the Inventory Section of Stores Department. • Be secretariat for relevant Procurements and Sub-Committees. • Be Chairperson for Tender Opening. • Manage and motivate staff under supervision. • Assist with preparations for ZESCO Procurement Committee meetings. • Coordinating and chairing tender opening meetings. • Ensure good record keeping of all contract management information. • Ensure adherence to health and safety in the workplace.
TENURE
The Contract is for three (3) years.
