SENIOR PROCUREMENT MANAGER – TECHNICAL OPERATIONS (Required: 01)
JOB PURPOSE / DESCRIPTION
Reporting To: Head – Procurement To plan, coordinate, manage and administer procurements of goods, works and services for the corporation.
QUALIFICATIONS
• Must possess a Grade Twelve (12) School Certificate. • Must have a Bachelor’s Degree from a reputable University vetted by the appointing authority. • Must be a registered member of the Zambia Institute of Purchasing and Supply (ZIPS) with a valid practicing license. • Master’s degree in supply chain or business is an added advantage. • At least Ten (10) years’ work experience in Procurement and Stores five (5) of which must be at senior management level.
EXPERIENCE AND REQUIREMENT
• Good understanding of the Public Procurement Act No. 8 of 2020 (PPA) and all relevant subsidiary legislation. • Demonstrable ability to timely handle complex procurements. • Good written and oral communication skills. • Demonstrable ability to expeditiously prepare relevant procurement reports. • Demonstrable ability to plan, implement and supervise. • Highly conversant with Microsoft packages, ERP and e-GP systems; and • Demonstrable ability to lead direct subordinates and cross-functional teams.
JOB ACCOUNTABILITIES
• Assist Head – Procurement in formulation, publication and implementation of the ZESCO Procurement Plan in line with the PPA and Public Procurement Regulations of 2022 (PPR). • Secretariat to the ZESCO Procurement sub-Committees. • Ensure that all evaluated tenders are reviewed, tender committee papers prepared and presented to ZESCO Procurement Committee (ZPC) for approval. • Responsible for preparation of ZPC minutes and ensuring their confirmation as well as signing and submission to ZPPA for review and record. • Responsible for preparation of ZPC resolutions and ensuring their timely approval, circulation to various stakeholders for implementation in line with the Procurement Plan. • Issue notification of awards and other related correspondences prior to communication of award of contracts to suppliers, consultants and contractors. • Responsible for drafting of contracts and ensuring approval, clearance by Attorney General’s Office, signing by both parties as well as monitor their timely completion and implementation. • Responsible for the preparation, floatation, gazetting, evaluation, negotiations of all tenders and contracts in line with the PPA and PPR. • Responsible for ensuring provision of project scope and specifications in close liaison with user departments prior to tender floatation. • Timely attend to all tender clarifications during floatation as well as appeals after issuing notification of awards. • Ensure adherence to health and safety in the work place in accordance with the law and SHEQ policy and guidelines. • Carry out Performance reviews and supervision of all subordinates in the section. • Responsible for management of Stock and Procurement Management System (SPMS) in line with procurement and stores policies and procedures. • Collaborating with warehouse team for management of inventory from receipt, custody, issue and disposal. • Responsible for processing of payments for signed contracts after certification of invoices by project managers. • Responsible for both inbound and outbound logistics including customs and clearing activities in the Corporation.
TENURE
The Contract is for three (3) years.
